Using a dedicated ftp client is not going to improve things over and above your web browser in effectīecause IE is a full blown ftp upload client too remember. You may well have some setting in your network that is blocking your access presumably either Pop-up windows because this link WILL generate a popup as it wants your browser to download the file directly, so I think your network or browser could well be set to either NOT allow an executable and or to block popup windows.
